#ShuleYangu Campaign Strongly Condemn Death Threats Against NLC Vice Chair

On 19th August 2015, Commissioner Abigael Mbagaya Mukolwe, Vice-Chair National Land Commission (NLC), received anonymous death threat by mail. #ShuleYangu Campaign unreservedly condemns this cowardly act and call upon the Government to take appropriate steps both to protect commissioner Mbagaya, along with other NLC staff who may be at risk, and to investigate this crime and bring to justice those responsible.

Commissioner Mbagaya has been a change champion in the fight against corruption having worked as a Corruption Prevention Specialist at the Ethics and Anti-Corruption Commission (EACC), focusing on the Land and Public Service sector. She also has wide experience in governance, anti-corruption and fraud prevention.

We consider the death threat on Commissioner Mbagaya as a direct threat on the fight against corruption in the land sector and the fight to reclaim grabbed public spaces.

The right to protect all public spaces places an obligation on the Government of Kenya to investigate and prosecute this crime. Failure to do so would send the wrong message to, and discourage public officials working to safeguard public interest. It will also reduce momentum on the government’s stated commitment to the fight against corruption particularly in the land sector.

#ShuleYangu campaign calls on the Government and relevant agencies to:

  1. Provide adequate protection to Commissioner Mbagaya and others who may be at risk;
  2. Issue a clear directive at the highest level possible that intimidation of public officials will not be tolerated;
  3. Commit appropriate resources to the investigation and speedy prosecution of the criminals behind this threat;
  4. Rededicate its commitment to the fight against corruption in the land sector.
